Primary data collection started also in Slovakia

Primary data collection started also in Kosice County. The relevant contract was signed at the end of the last month, the data acquisition agents also started their work through processing the secondary data and planning the primary data acquisition.

The data acquisition professional agency coordinates and supervises the work of the data collection agents. Before this stage, the company carried out secondary data collection and also has created a guideline for data acquisition for the agency engaged in data acquisition.

Data collection must be carried out rather intensively in Kosice County as the system is scheduled to go live in September.

The on-duty health care service data are collected in Borsod-Abaúj-Zemplén County in parallel with the data collection in Slovakia as well as the IT development.

The on-duty health care service monitoring system is scheduled to be completed by September, 2014, therefore, it will be available for use already this year.

System plan of the IT applications completed

The system plan of the IT development was completed as a result of the intensive work following the entry into the contract.

The aim of the development was to create a client application searching on-duty clinic or pharmacy, which is available also through the operating system of mobile phones and web browsers.

The application uses the actual GPS position of the user (defined by the user’s mobile phone) or the address defined by the user and shows the nearest on-duty clinic, pharmacy with their typical data.

In the course of planning, the focus was directed to have a user-friendly application which is easy to apply and available to a broad range of target groups. In order to satisfy the needs of the latter, the information will be available in 4 languages (in addition to Hungarian and Slovak also in English and German).

The hits can be displayed in text and also on maps. The application facilitates contact to the institutions (direct call) as well as route planning and access to the institution subject to the features of the device applied.

The application also contains additional supplementary functions to facilitate use (e.g., search, information, etc.).

The draft layout of some screens is shown in the figures below.

The applications are expected to be ready by September, 2014, therefore, their use may start already this year.

First stage of primary data acquisition in Hungary completed

First stage of primary (field) data acquisition in Hungary completed in the course of which the relevant data of 15 on-duty clinics and 42 pharmacies were recorded.

The area covered by the data acquisition as well as the institutions concerned are illustrated in the figure below.

A significant experience gained from the data acquisition is that differences and changes compared to the secondary data are identified in the on-duty health care service sites, the operators and the time of availability. These differences are smaller in case of the on-duty clinics and greater in case of the pharmacies.

The on-duty sites were under renovation, modernisation and removal of access obstacles in several cases from grants, therefore, they operated a new site or a temporary on-duty location.

The opening hours and on-duty timetable of the pharmacies were significantly different from the secondary research results, a number of pharmacies were closed and several new units opened (e.g., Szent Rafael Pharmacy, Kazincbarcika).

It is also concluded that the on-duty timetable of the pharmacies cannot be standardised, what is more, major differences are identified fundamentally and also with respect to principles.

Primary data collection will continue in the coming month in parallel with the IT development operations.

The applications are expected to be ready by September, 2014, therefore, their use may start already this year.

The implementation of the Health Info project has reached another milestone

The implementation of the shared online on-duty health care service monitoring system for handling the emergency situations, that is, the Health Info project has reached another significant milestone.

The contract for the IT development has been signed recently in the framework of which the applications will be developed to allow the access to and queries into the on-duty health care service data. The target groups may access the application through the most popular platforms (iOS, android, Windowsphone) and on the web.

The ‘on-duty health care service monitoring’ system to be developed in the framework of the project is to provide up to the minute data about the on-duty health care and pharmacy services available on the selected areas of Hungary and Slovakia (Borsod-Abaúj-Zemplén County and Kosice County).

At this time, no services of such kind are available either in Hungary or Slovakia, therefore, its design and introduction can be considered as innovative in the two countries.

The significance of the application is that it provides up-to-date data about the on-duty health care services available and provides a list of the on-duty health care service providers, which are the nearest and can be accessed fastest.

By means of the services, the people living and working in the area as well as the visitors may have a greater level of safety in case of eventual emergencies.

The applications will be completed by September, 2014, therefore, their use may start already this year.

The collection of data of the on-duty health care services also started in Slovakia

After the work in Hungary, the collection of data of the on-duty health care services also started in Kosice County. Similarly to the practice in Hungary, secondary data acquisition will also take place in the first stage, which will be the basis of the primary data acquisition to be carried out later on.

The on-duty health care service monitoring system is scheduled to be completed by September, 2014, therefore, it will be available for use already this year.

The collection of data of the on-duty services continued in June

Collection of the on-duty data in the primary manner (in the field) was started in June – based upon the results of the secondary data acquisition.

Primary data acquisition is of great significance as we expect that important insights can be gained in the course of that activity about the reliability of the secondary data, the correlations and rules in the organisation of on-duty medical services, the openness and willingness for cooperation of the various institutions. Moreover, the GPS coordinates of the institutions in question will be recorded and photo documents shall also be taken up.

An essential aspect of scheduling was that the settlements of Borsod-Abaúj-Zemplén County having on-duty medical services, particularly the areas along the border, are processed already in the first stage in the sample area. Its aim partly was to identify as many as possible of the practical problems for the starting IT development, with the identification of the actual situations and partly to check whether the continuous health-care reorganisations going on in Hungary had an impact on the practice of on-duty health care services along the national borders. The same principle has also been applied to the pharmacies close to the on-duty health care locations.

The work will be continued with primary data collection and the simultaneous IT development.

The on-duty health care service monitoring system is scheduled to be completed by September, 2014, therefore, it will be available for use already this year.

The work of the Slovak partner is assisted by external consultants

The management activity of the Slovak partner – RRA – is assisted by an external consulting agency from the beginning of June, 2014. RRA had a restricted internal management capacity due to the low level of staffing. It has become justified to invite an external consulting agency to cover one part of the management tasks and to reinforce the internal project management team in order to carry out the still outstanding significant tasks and involving more significant capacities. The firm Keo-Projekt has been selected to carry out this task.

Data acquisition in Hungary came to the end of its first stage

Data acquisition in Hungary came to the end of its first stage, the aim of which was to collect the relevant data of the on-duty health care and pharmacy services in Borsod-Abaúj-Zemplén County. The data acquired in the course of this stage will constitute the basis of the ‘on-duty health care monitoring service’ to be developed in the framework of the project.

The secondary data survey was completed in the first stage of data acquisition. The objectives of secondary research included the survey of data of on-duty health care services, clinics and pharmacies on the territory, identifying as much information as possible from among the items already presented in the course of preparations, the assessment of the data and the environment of the data displayed by the owner of the information, checking and analysis of the reliability of data.

Several sources of data have been explored and utilised for the compilation of the address list of on-duty service sites and the service providers active on-duty, partly through the sectoral data owners, partly the online media and also based upon the information provided by the mobile data suppliers.

Owing to the data collected from several sources, a set of data incorporating relatively accurate information on the sites and services of on-duty clinics and pharmacies, which must be validated by means of on-site data acquisition in the field of (primary data acquisition) and complemented as required.

The database set up includes the data of 267 pharmacies, also including the branch pharmacies and 27 in-clinic pharmacies which are irrelevant for the project. According to the result of the research, 49 pharmacies are on-duty at the same time, however, at this stage it is not clear which are the participating pharmacies, this information will be identified only when the on-site data survey is completed.

The work is continued with primary data acquisition and the simultaneously ongoing software development. The mobile and web applications making the data available are developed in the framework of this latter activity.

The on-duty health care service monitoring system is scheduled to be completed by September, 2014, therefore, it will be available for use already this year.

The procurement procedure for application development started

The implementation of the shared online on-duty health care service monitoring system for handling the emergency situations, that is, the Health Info project has reached another significant milestone.

The procurement procedure for application development has started this month. In the framework of the contract to be concluded as the outcome of the procedure such applications will be developed, which provide access to and inquiry into the on-call health care service data.

The applications will be completed by September, 2014, therefore, their use may start already this year.

Preparation of the next major task gaining momentum

In stage 2 of the implementation of the Health Info project, there are two substantial tasks to be carried out:

  • collection of on-duty health care service data, and
  • development of mobile and web applications.

From among these plans, first data collection was started, with good progress achieved up to this date: the data collection guideline, data entry sheet have been produced to facilitate data acquisition and intensive work is going on to prepare the procurement procedure to select the data acquisition agency.

The contract for data acquisition was concluded in the middle of the month. As a result, the preparation of the procurement procedure for the development of the mobile and web applications to allow the use of the data has gained momentum.

For that purpose

  • the studies made earlier were reviewed
  • the current practice and services have been reviewed and analysed (also including the similar foreign applications).
  • the possibilities and requirements have been collected and synthetized.

The data acquisition specialist has also actively participated in performing the task.

The plans call for the start of the procurement procedure in May. The date of handing over of the software is set for September, 2014, which will be available for the public thereafter.
