An important milestone in the implementation of the project

As a result of a public procurement procedure, the contract was concluded in April with the data acquisition agency, retained to collect the information about the pharmacies and medical clinics providing on-duty service in the region until the end of September to fill the database for the on-duty health care monitoring system. In the course of data acquisition, minimum 140 pharmacies and at least 30 on-duty health care clinics will be contacted personally, and the data collection agents will record not only the on-duty hours of the institutions and service providers but also their exact location and photographs.

Main tasks to be carried out in the framework of the contract:

  1. Performing secondary research;
  2. Performing primary research: data collection in the field;
  3. Entry of data acquired in the course of primary research in the database;
  4. Participation in testing the applications to be developed.

1. Performing secondary research

For performing the primary data acquisition, it is important to carry out secondary research (collecting information on the Internet and from other sources), as this research provides the foundation for the database of the primary research, i.e., through secondary research it is possible to survey the pharmacies and clinics on-duty in BAZ County.

2. Performing primary research: data collection in the field

In the course of data acquisition in the field, it is necessary to personally visit all the sampling units, which are included in the database of the secondary data collection, the data in the database must be validated on the site and the missing data must be recorded.

3. Entry of data acquired in the course of primary research in the database

Recording the data of primary research is important so that the data are available in an adequate database. Data shall be entered into a database of a specific format specified by the Client using the method required.

4. Participation in the testing of the software

It is the task of the data collection agent to participate in the testing of the software, with particular regard to data entry and modification. The experience and observations of this process contribute to the fine-tuning of the software and debugging the eventual faults and deficiencies.

Change in the scope of implementing participants

An important change in the implementation of the project that the tasks of the domestic partner will be taken over in the future by the EUROPÉER Foundation from the Development Academy and Further Training Institute Public Benefit Foundation (FATIA). The underlying reason is that the continuation of the implementation of the project cannot be undertaken by FATIA owing to its difficult financial conditions.

The tasks of FATIA were essentially focused on marketing. Departure of FATIA and the transfer of tasks will not endanger the implementation of the project. The taking over of the tasks is facilitated by the need for intensive marketing activity in the last stage of the project (August – September, 2014).

Data acquisition in Hungary may start soon

The implementation of the project has reached a key milestone. The procurement procedure for the selection of data acquisition agency in Hungary was started in the middle of the month. After a successful procedure, the contract can be concluded with the winning tenderer already in the beginning of the month after (April) under which the collection of on-duty health care services in Hungary can be started.

Data collection is a highly important activity of the Health Info project. Data acquisition covers the relevant information of the health care on-duty units active in Borsod-Abaúj-Zemplén County, in the course of which the data will be recorded about the on-duty clinics and pharmacies in the settlements of the county. In addition to the county seat, BAZ County has 27 towns and 330 villages.

Main tasks to be carried out in the framework of the contract:

  2. Performing primary research: data collection in the field;
  3. Entry of data acquired in the course of primary research in the database;
  4. Participation in testing the applications to be developed.

Data acquisition has a major significance because we expect to acquire important insights concerning the reliability of the secondary data, the correlations and rules in the organisation of on-duty medical services, the openness and willingness for cooperation of the various institutions.

The project enters into its stage of practical implementation

Having completed the underlying studies, the project has entered into the stage of its practical implementation.

In stage 1 of implementation – which can be described as theoretical – the emphasis was put on the preparation and foundation of the development tasks. The review of relevant legislation background and survey of practice of the two countries were carried out in that stage (with particular focus on the on-duty clinics and pharmacies) as well as the specification of requirements and criteria for the development.

Two substantial tasks are being carried out in the stage 2 of implementation – described as practical -, the collection of data about the on-duty medical care (for adults, children and dentistry) and pharmacies as well as the development of the mobile (IOs, Android, WindowsPhone) and web applications.

From among these plans, first data collection was started, with good progress achieved up to this date: the data collection guideline, data entry sheet have been produced to facilitate data acquisition and intensive work is going on to prepare the procurement procedure to select the data acquisition agency.

The essential tasks of the data collection guideline is to present the objectives of the project and data acquisition, the clarification of the fundamental notions, the description of the scope of data to be collected as well as the process of data acquisition (outline of methodology and requirements of resources) as well as the handling of the situations taking place in the course of data collection. Data acquisition agents will be able to carry out data collection by relying upon these instruments.

The data acquisition specialist has created the data collection guideline and the data acquisition sheet who has been providing assistance for the implementation of the project since November, 2013. The tasks of the specialist over and above the documents above include the coordination and supervision of data collection as well as the testing of the applications completed.

Work will start on the other significant task of the stage – development of applications – in June in accordance with the plans. Our plans schedule the completion of applications by September, 2014, when they also will be made available for the public.
